There are two separate issues involved with this report:

1. Re:

   The problem of an uninformative error message when an output file
   permissions problem occurs was corrected in SVN 2288 (which
   was committed after the 0.99.8 release and thus is not part of that
   release).

2. Re:

   This issue has to do with "privilege separation".

   Please see paragraph 3 of doc/README.packaging which begins:

     "3. Privileges.

     In versions up to and including 0.99.6, it was necessary to run
     Wireshark with elevated privileges in order to be able to capture
     traffic. With version 0.99.7, all function calls that require elevated
     privileges have been moved out of the GUI to dumpcap.

   I'm not familiar with all of the details of the work done for 
   "privilege separation" so I'll let others with more knowledge
   comment on this.
