Yes, that's the confusing disadvantage of the method I used to make the
dissector disabled by default: the dissector will automatically disable/enable
itself at Wireshark startup based on the *dissector preference* that says
whether it is enabled or disabled.  Changing it through the "Enabled protocols"
UI only changes it until the next start.

It's not very pretty but it works (without imposing a performance penalty on
the rest of the world).
