I have looked again at the RFC.
The Tag field is optional and is used only in case there are several tunnels.
In this case there is only a single tunnel so the Tag field is optional and
therefore not used, since it's value is more than 0x1F it should be interpreted
as part of the String and not a Tag field.
Also in this case the RFC allows a length of >= 3, which means that the length
is allowed to be 3 and the AVP is perfectly valid.
