DHCPv4 Option 123 coordinate-based location patch

AirPcap.

Running on Linux 2.6.22-14-generic, with libpcap version 0.9.7.

Built using gcc 4.1.3 20070929 (prerelease) (Ubuntu 4.1.2-16ubuntu2).

This patch adds support for DHCPv4 coordinate-based Location Configuration
Option 123, as proposed by RFC 3825.
The decoding functionality is based on the RFC3825decoder by Klaus Darilion
http://www.enum.at/rfc3825encoder.529.0.html

Patch is included in the attachment, and additionally the librfc3825.h file is
needed.

a capture example is also included.

fuzz testing: I did 14700 passes.
