Yes, the FC00 - FFFF command range is vendor specific.
Embedded bluetooth devices are often ROM based and require extra initialisation
by the host (as they have no persistent storage of their own)

I guess that the command dissector should decode the OGF bits in case of
unknown commands (OGF is the top 6 bits and indicates the group of the command)
