You can't free tvbs directly in windows from a dissector plugin. The only
alternative (that I know of) is to attach them to a passed-in tvb so that they
will be freed later. Note that this is useful when creating temporary tvbs
during dissection (like subsets) that really don't need to hang around after a
partial packet is processed.
tvb_free just needs to be added to epan/libwireshark.def
