That still won't solve the problem that the mpeg-audio dissector relies on in
the wiretap mpeg stuff.  (Well, unless we also create a "libmpeg-audio".)

The stuff being accessed by the dissector does appear to be static so it would
be simple enough to just copy it to the dissector (blech).  I didn't check
carefully (yet) if only a small subset could be copied (anyway we're not
talking a huge amount of code/data here).
