OK: After further debugging I note the following:

1. As best as I can see, SVN 23728 doesn't actually fix anything since it did a
test for Windows in code not actually used on Windows. I've backed out the
change (SVN #23809).

2. For me: The actual problem on Windows having to with saving to a preexisting
file shows up as as follows:
   a. Start Capture/capture some packets/Stop capture;
   b. "save as foo.pcap" (will be OK);
   c. "save as foo.pcap" again (will fail somewhat weirdly with a gtk popup
window  indicating "file exists") after the Windows "save as" popup & etc.

The problem also shows up when doing a "file open foo.pcap" and then a "file
save as foo.pcap".

This problem exists in 0.99.6a (and maybe earlier) on Windows.

(Contrary to my earlier comment, I'm unsure how to fix this and have determined
there are not really any "other issues" for "File ! Save As").

In any case, this issue seems separate from that originally reported by Keith
and does exist in 0.99.6a so I've taken the liberty of opening a separate bug
report (Bug #2080).

(I should note that I'm also unable to re-create the original reported
problem).
