Make a pretty large capture (so that the packet rows exceed the available frame
space and the scrollbar is activated) i.e. at least 4-5 times the packet list
frame size.

Then scroll either using the bar, or with the mouse's rollbar to a random list
position. Select the last displayed packet on the list (could also be partly
visible). 

The window will automatically scroll a half-window-long list downwards.
The same happens with the uppermost packet displayed at the packet list, just
make sure (in both occasions) that at least a tiniest part of the packet row is
hidden.

The only partial fix in the 0.99.6a is that the bug does not usually occur when
the scroll arrows are used, which makes the positioning of the rows perfectly
accurate.
