Perhaps the PAUSE frame was sent by the software on the sending PC (so that the
Linux networking stack can wrap it around and hand it to the PF_PACKET socket
libpcap was using to capture), but was either processed by firmware on the
receiving PC's network adapter and not even passed up to the host or by
software on the receiving PC in such a fashion that it doesn't get wrapped
around and handed to the NDIS attachment point for the WinPcap driver.

Try capturing with WinDump (to a file, with the "-w" flag) and read the file in
Wireshark.  I suspect that it won't see the PAUSE frame, either, which means
it's either a WinPcap problem or an inherent problem in your network adapter or
the Windows networking stack.
