It's still better to tell people as soon as possible that a required tool is
missing.

I plan to do some other Flex-related stuff (to have it check whether it
supports some of the new Flex 2.5.33 options and, if so, generate a recursive
scanner and a header file (which should squelch some warnings), so, while I'm
at it, I can have it first check whether Flex is available.
