I assume when you say ISUP you mean the ANSI variant of ISUP where the CIC is
14 bits long (as opposed to the ITU version of ISUP where the CIC is 12 bits
long).

In that case, you're right, the ISUP dissector still treats the CIC as 12 bits
long, even if it's set for ANSI mode.

Fixed in rev 21310.  The next release should be 0.99.6 or you can pick up one
of the buildbot builds with rev > 21310 (probably a couple of hours from now).
