Version.conf influences the way make-version.pl tries to figure out the SVN
working copy information. SVN 1.4 has working copy administration incompatible
to the scripts assumptions, which never ought to be used as declared by the
Subversion developers. 
I've run into problems here as well, and solved them, see bug 1195.
