All one byte parameters in annex-c were deocoded as "the first raw byte"
instead of being ber-deencoded integers.
"1 octet" parameters are ber encoded integers, not raw data.
(The spec wording got me confused!)
Fixed in rev 20943... (in two hours or so you should find it built in the
"usual" place.)
