Ok:

I've added a small hack to the config.nmake file (SVN 20034) so that the
'igncr' Bash shell option will be used if the Bash version being used has that
option.

(If Bash has the option, then it must be used to successfully make wireshark)
on Windows.

This change is to handle a Bash change made after v3.1.6 in the way script
files with CR LF (DOS) format are handled.
