Tshark/Wireshark have various timestamp text formats, but don't seem to have
one of the most useful for further analysis of text files, which is absolute
seconds and fractions of a second.

That is, the same format as relative, but relative to 00:00:00 UTC, January 1,
1970.

This is the same format as the tcpdump/windump -tt flag produces.

This format is easy to manipulate to create both differences and absolute
times.
