I know Win98 development is a low priority, but I have yet to find a version
that works on my machine.  I know others have version 0.10.14 working but it
crashes with a blue screen on mine when I try to capture or even list the
interfaces.

I don't really know what Ethereal/Wireshark requires, but here are a few
machine specifics:
