AM_ICONV patch to add libiconv library dependency

I used the attach patch on ethereal-0.99.0. AM_ICONV is from the gettext
autoconf macros. It also requires the config.rpath file from gettext. It sets
LIBICONV and LTLIBICONV (libtool variant) to what is required to link in
libiconv.
